The Constitution says that people have to be “born or naturalized in the United States” to have rights. A fetus is not born.
Clearly, the right to life is extended to people beyond those who were
born or naturalized in the United States. For example, it is not
legal to murder a foreign visitor to the United States despite the fact
that this person was neither born nor naturalized here.
